Origin of the Idea

After mulling over this concept for years, the Chicago Tribune's recent RFP for ideas to move the City forward motivated me to write it down.  Although the Tribune's effort is predicated on Daniel Burnham's adage of "Make No Little Plans", they have only published ideas that tweak existing programs.  Here is an idea for a reboot, not a tweak.
